According to recent correspondence with the DTI, what determines a publication from an agency depends largely whether the service exists primarily or mainly for the purpose of supplying opportunities to work seekers

Springboard UK® is an online newspaper (publication) Our publication consists of mainly news and features, letters, reviews, entertainment news, opinions, advertising and much more. Springboard UK® is a rapidly expanding online publication for the UK entertainment industry. The auditions and opportunities section is just a small part of what we do and accounts for less than 10% of our total publication

Springboard UK® is therefore considered to be a publication and not an agency and is therefore exempt from the 1973 employment Agencies Act reviewed in April 2004 in regards to the charging of up front fees.
